Google updates their index on a daily basis it is a process known as 'everflux'. They used to update on a monthly basis but stopped in 2003 in there quest to become the major search engine player. Your PR is a different matter and the reason you won't get a PR immediately or within a month is due to Googles efforts to filter out the spam sites. They look at this every 3 - 5 months so if your site is younger than this you might as well forget it. With regards to getting links I wouldn't rely on blog comments to push your PR up, like you say most have 'nofollow' tags and the ones that don't will provide no real link juice. You see every new comment on a page reduces the amount of link juice or weight flowing from it. Directories are the first place to start when starting a new site.
